The Tourism Enhancement Fund (TEF) is a public body of the Ministry of Tourism, established in 2005 under the TEF Act (2004) to advance sustainable tourism development in Jamaica. The TEF collects fees from airline and cruise passengers and reinvests these resources into strengthening the tourism sector through project financing, environmental management, and human capital development.
In 2018, the TEF was repositioned as a centre for tourism innovation, incorporating the Tourism Linkages Network (TLN), the Jamaica Centre of Tourism Innovation (JCTI), and its Projects Department. Through these programmes, the TEF supports research, innovation, workforce development, and stronger linkages between tourism and the local economy.
The Fund delivers initiatives spanning infrastructure development in resort areas, skills training, and supply chain integration to enhance Jamaica’s tourism product.
For the 2026/27 financial year, the Government of Jamaica has allocated approximately $1.45 billion for the TEF’s direction and administration, with an additional $300 million for Beaches Development initiatives.
